1. Gorkhaland Issue: Centre Sets Up Committee for Permanent Political Solution

Why in News?

The Union government has decided to constitute a committee to draft an agreement and finalise modalities for a “permanent political solution” to the demands of the Gorkha community in the Darjeeling hills and adjoining areas of West Bengal.

The committee will be chaired by former Deputy National Security Adviser and current interlocutor Pankaj Kumar Singh. The Gorkha community has long demanded a separate Gorkhaland State.

UPSC/PCS Importance

A high-value Polity topic connecting Article 3, creation of new States, regional aspirations, Centre-State relations, identity politics and autonomous governance arrangements.

Prelims Facts

  • Article 3 empowers Parliament to form new States and alter the area, boundaries or names of existing States.
  • A Bill under Article 3 can be introduced in Parliament only on the recommendation of the President.
  • The President refers such a Bill to the concerned State Legislature for expressing its views.
  • The views of the State Legislature are not binding on Parliament.
  • The Gorkhaland movement primarily concerns the Darjeeling hills and adjoining areas of West Bengal.
  • The Darjeeling Gorkha Hill Council was established in 1988.
  • The Gorkhaland Territorial Administration (GTA) was established in 2011.
  • The present committee is intended to work towards a permanent political solution within the constitutional framework.

Mains Perspective

GS-II: Federalism, Centre-State Relations and Regional Aspirations

Revision Note: The Constitution provides Parliament significant flexibility in reorganising States, but durable solutions to regional demands require political dialogue, administrative accommodation and protection of cultural identity.

2. Electoral Roll SIR and Bulk Form 7 Voter Deletion Controversy

Why in News?

Concerns have been raised in Uttarakhand over alleged bulk submission of Form 7 applications during the Special Intensive Revision (SIR) of electoral rolls.

Form 7 can be used to object to an existing entry in the electoral roll or seek deletion of a name on grounds such as death, migration or ineligibility. Election authorities are required to examine such objections before removing a voter.

UPSC/PCS Importance

Extremely important for Indian Polity because it connects Election Commission of India, Article 324, electoral rolls, voting rights, free and fair elections and electoral administration.

Prelims Facts

  • Article 324 provides for the superintendence, direction and control of elections by the Election Commission.
  • Form 7 is associated with objection to inclusion or request for deletion of a name from an electoral roll.
  • A Booth Level Officer (BLO) assists in verification at the ground level.
  • The Electoral Registration Officer (ERO) is responsible for electoral roll preparation and revision.
  • Deletion of an elector requires verification and due process.
  • Reasons for deletion may include death, permanent shifting or ineligibility.
  • Electoral-roll accuracy is essential for ensuring free and fair elections.

Mains Perspective

GS-II: Constitution, Election Commission, Electoral Reforms and Governance

Revision Note: Electoral-roll revision must balance two objectives — removing duplicate or ineligible entries while ensuring that no genuine voter is disenfranchised without due process.

3. ‘Great Transhipment Scam’: U.S. Allegations Involving India and China

Why in News?

A White House report titled “The Great Transhipment Scam” has accused more than 40 countries, including India, of allegedly helping Chinese goods enter the United States through third countries in order to avoid higher U.S. tariffs.

The allegation is that some Chinese goods undergo only limited assembly, finishing, repackaging or relabelling in another country before being exported to the U.S. as products originating from that country.

UPSC/PCS Importance

One of today’s strongest Economy and International Relations topics linking tariffs, trade diversion, Rules of Origin, value addition, global supply chains, India-U.S. trade and U.S.-China trade tensions.

Prelims Facts

  • Transshipment generally refers to movement of goods through an intermediate country or port before reaching the final destination.
  • Illegal transshipment may involve disguising the true country of origin to avoid tariffs or trade restrictions.
  • Rules of Origin determine the economic nationality or origin of a product.
  • Substantial transformation is an important concept for determining product origin.
  • The U.S. imposed additional tariffs on several Chinese products under Section 301 of the U.S. Trade Act of 1974.
  • The U.S. report identified India, Mexico and Vietnam among important alleged transshipment hubs.
  • Tariff differentials can influence global sourcing and supply-chain decisions.

Mains Perspective

GS-II: India-U.S. Relations and Global Trade Relations

GS-III: International Trade, Manufacturing and Global Supply Chains

Revision Note: The controversy demonstrates how geopolitical competition and tariff barriers can reshape global supply chains and increase pressure for stricter Rules of Origin and domestic value-addition requirements.

4. Supreme Court Revisits the Definition of ‘Industry’

Why in News?

The Supreme Court’s August 20, 2026 judgment in State of Uttar Pradesh v. Jai Bir Singh has renewed debate over the legal meaning of “industry” under labour law.

The judgment revisited the broad interpretation developed in the landmark Bangalore Water Supply and Sewerage Board v. A. Rajappa (1978) case. The earlier judgment had evolved the famous Triple Test.

UPSC/PCS Importance

Important for labour reforms, industrial relations and social justice because the definition of “industry” determines the range of establishments and workers that may come within labour-law protections.

Prelims Facts

  • The landmark Bangalore Water Supply case was decided in 1978.
  • The case developed the Triple Test for identifying an “industry”.
  • First element: systematic activity.
  • Second element: cooperation between employer and employee.
  • Third element: production or distribution of goods or services to satisfy human wants or wishes.
  • Absence of a profit motive does not automatically exclude an activity from the definition of industry.
  • Core sovereign functions such as defence, law and order and the judiciary have traditionally been treated differently.
  • The Industrial Relations Code, 2020 contains its own statutory definition of “industry”.

Mains Perspective

GS-II: Social Justice and Labour Rights

GS-III: Labour Reforms, Industrial Relations and Employment

Revision Note: A broader definition of “industry” generally brings more activities within labour-law protection, while a narrower interpretation can exclude certain establishments and government functions.

5. Chromium Contamination of Groundwater and the Ganga Basin

Why in News?

Groundwater contamination linked to old chromium waste dumps has again highlighted serious environmental and public-health concerns in parts of Uttar Pradesh, including areas of Kanpur Dehat and Fatehpur.

The issue is particularly significant because contaminated groundwater and industrial waste sites are located in areas connected with the wider Ganga river system.

UPSC/PCS Importance

Highly relevant for Environment and Ecology because it connects heavy-metal pollution, groundwater contamination, industrial waste, public health, river pollution and environmental governance.

Prelims Facts

  • Chromium is a naturally occurring element but can also enter the environment through industrial activities.
  • Chromium commonly occurs in trivalent Chromium — Cr(III) — and hexavalent Chromium — Cr(VI) — forms.
  • Hexavalent Chromium is significantly more toxic and is associated with serious health risks.
  • Industrial sources can include leather tanning, electroplating, dyes and chemical manufacturing.
  • Heavy metals may persist in soil and groundwater for long periods.
  • Groundwater contamination can create long-term exposure through drinking water and irrigation.
  • Pollution near river systems can spread environmental risks beyond the original contamination site.

Mains Perspective

GS-II: Environmental Governance and Public Health

GS-III: Pollution, Water Resources and Environmental Conservation

Revision Note: Legacy industrial pollution demonstrates why environmental regulation must focus not only on stopping current emissions but also on remediation of old hazardous-waste sites and continuous groundwater monitoring.
