1. Census 2027 to Record Caste and 13 New Data Fields
Why in News?
The Union government notified 40 questions for the Population Enumeration phase of Census 2027. The schedule includes an open column for caste and new fields relating to parents, digital literacy, bank accounts, Aadhaar, voter ID, passport and other particulars.
UPSC/PCS Importance
The most important topic of the day for population data, caste enumeration, governance, social justice, evidence-based welfare, privacy, Census methodology and the distinction between the Census and the Socio-Economic and Caste Census.
Prelims Facts
- The notified Population Enumeration schedule contains 40 questions.
- It has 13 data fields that were not part of the 29-question Census 2011 schedule.
- Question 10 reads: Scheduled Caste (SC)/Scheduled Tribe (ST)/Caste.
- Caste will be entered in an open column as declared by the respondent.
- This is the first Census in Independent India to enumerate caste beyond SCs and STs.
- The 2011 SECC returned more than 46 lakh caste names; the 1931 Census had recorded 4,147 castes.
- The SECC was a survey outside the Census Act, 1948, and its caste data were not released.
- Census has two phases: Housing and House Listing Operations and Population Enumeration.
- Self-enumeration in Ladakh and specified snow-bound areas is available from August 17 to 31, 2026.
- The reference date is October 1, 2026 for specified snow-bound areas and March 1, 2027 for the rest of India.

2. MMDR Amendment Bill 2026 Raises Federalism Concerns
Why in News?
Kerala’s ruling front and Opposition, along with leaders in mineral-rich Odisha, opposed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026. They argued that restrictions on State taxes and cesses over mineral rights and mineral-bearing land would weaken fiscal autonomy.

Extremely important for fiscal federalism, Centre-State legislative relations, distribution of taxation powers, mineral governance, public-sector policy, local communities and resource-based development.

3. U.S. Report Links India to Chinese Tariff Transshipment
Why in News?
A White House report titled The Great Transshipment Scam alleged that Chinese goods were being routed through more than 40 countries to evade U.S. tariffs. It identified India among the top-risk hubs and specifically referred to the Pune-Gujarat-Chennai production belt.

- Transshipment involves routing goods through an intermediate country before they reach the final market.
- Tariff arbitrage exploits differences in tariff rates across countries.
- Limited assembly, finishing, repackaging, relabelling or documentation changes may falsely create a different origin.
- The U.S. report identified more than 40 countries with elevated illegal-transshipment risk.
- Its Tier 1 includes India, Canada, the EU, Israel, Japan, Mexico, South Korea and Taiwan.
- The report estimated that $67 billion in U.S.-bound Chinese goods passed through Mexico, India and Vietnam in 2025.
- It estimated about $28 billion in lost U.S. tariff revenue from these flows.

4. Supreme Court Questions BCI Action Against NALSAR Graduates
Why in News?
The Supreme Court questioned the Bar Council of India’s attempted blanket restriction on enrolling NALSAR’s 2026 graduating batch after some students opposed the Chief Justice of India’s participation in their convocation. The Court barred coercive action, while the BCI withdrew the blanket restriction.

The Andaman and Nicobar administration invited feasibility proposals for a private-sector-led Green AI/Data Centre Vertical. Potential locations include coastal areas of Little Andaman and Great Nicobar, even as tribal communities have raised concerns over the larger Great Nicobar development plan.

Why in News?
U.S. Vice-President J.D. Vance said keeping oil and gas prices low had become the immediate priority in the Iran conflict, ahead of preventing Iran from acquiring a nuclear weapon. Iran’s near-closure of the Strait of Hormuz has given Tehran major bargaining leverage.

Very important for West Asian geopolitics, maritime chokepoints, global oil prices, India’s energy security, inflation, current account balance and strategic petroleum reserves.

8. Uttarakhand Hydro Tunnel Water Surge Kills Workers

Seven workers were killed and 12 injured after water and debris suddenly entered a hydroelectric-project tunnel at Pipalkoti in Chamoli district. Three workers were still believed trapped as rescue teams worked in difficult weather and low underwater visibility.
