1. Punjab Sacrilege Law: Constitutional and Federal Challenges
Why in News?
Punjab’s stringent 2026 law dealing with sacrilege has raised important constitutional questions relating to equality, proportionality, secularism, criminal punishment and Centre-State legislative competence. The law is under legal scrutiny over whether a State can prescribe stringent punishment for offences that substantially overlap with provisions of the Bharatiya Nyaya Sanhita.
UPSC/PCS Importance
This is one of the strongest Polity topics for UPSC and especially Punjab PCS because it connects Fundamental Rights, Article 21, proportionality of punishment, Concurrent List, Article 254, Presidential assent and the constitutional principle of secularism.
Prelims Facts
- Criminal Law is included in the Concurrent List.
- Both Parliament and State Legislatures can make laws on subjects in the Concurrent List.
- Article 254 deals with inconsistency or repugnancy between Union and State laws.
- Under Article 254(2), a State law on a Concurrent List subject may prevail within that State if it receives Presidential assent.
- Article 21 protects life and personal liberty and requires fair, just and reasonable procedure.
- Maneka Gandhi v. Union of India expanded the interpretation of Article 21.
- Mithu v. State of Punjab is important in the constitutional debate surrounding mandatory punishment.
- Secularism forms part of the Basic Structure of the Constitution.
Mains Perspective
GS-II: Constitution, Fundamental Rights, Federalism and Centre-State Relations
Revision Note: States have legislative space in the Concurrent List, but State laws cannot bypass constitutional limitations relating to equality, proportionality, Fundamental Rights and repugnancy with Central legislation.
2. Rare Earth Elements from Fly Ash and Red Mud
Why in News?
Pilot plants in Odisha are being developed to recover valuable materials, including Rare Earth Elements (REEs), from industrial wastes such as coal fly ash and bauxite residue or red mud. The initiative involves NALCO and CSIR-linked research institutions.
UPSC/PCS Importance
Highly important for critical minerals, strategic technologies, circular economy, resource efficiency, waste management, electric mobility, renewable energy and defence manufacturing.
Prelims Facts
- Rare Earth Elements are a group of strategically important metallic elements.
- Scandium is one of the valuable elements being targeted for recovery.
- Fly ash is a residue produced during coal combustion.
- Red mud is the residue generated during processing of bauxite for alumina.
- Alumina is the principal raw material used for aluminium production.
- REEs are important for permanent magnets, electronics, defence and renewable-energy technologies.
- Permanent magnets are extensively used in electric vehicles and wind-energy systems.
- NALCO is a Central Public Sector Enterprise under the Ministry of Mines.
Mains Perspective
GS-III: Science & Technology, Environment, Critical Minerals and Indian Economy
Revision Note: Recovering critical minerals from industrial waste can reduce import dependence, improve resource efficiency and support India’s clean-energy and strategic manufacturing ambitions.
3. RBI MPC Signals Possible Recalibration of Repo Rate
Why in News?
Minutes of the Reserve Bank of India’s Monetary Policy Committee meeting indicate that hardening inflation could create a case for recalibrating the policy rate. The policy repo rate has remained at 5.25% since February 2026.
UPSC/PCS Importance
A core Indian Economy topic linking inflation, interest rates, monetary policy, economic growth, price stability, liquidity and the functioning of the Monetary Policy Committee.
Prelims Facts
- Repo Rate is the rate at which the RBI lends short-term funds to banks against eligible securities.
- A rise in the repo rate generally makes borrowing more expensive.
- Higher policy rates can help moderate inflationary pressures.
- The Monetary Policy Committee decides the policy repo rate.
- The MPC has six members.
- Three members are from the RBI and three are appointed by the Union Government.
- The RBI Governor is the ex-officio Chairperson of the MPC.
- Headline inflation includes food and fuel components, while core inflation generally excludes highly volatile components.
Mains Perspective

4. Supreme Court Calls for Enduring Reforms in NTA
Why in News?
