1. India-Belgium Ramp Up Defence and Strategic Cooperation
Why in News?
India and Belgium have significantly expanded bilateral cooperation during the visit of Belgian Prime Minister Bart De Wever to India.
The two sides signed three government-level defence agreements and discussed deeper defence-industrial collaboration, training, capacity building and maritime security.
The agreements include a Letter of Intent on Defence Cooperation, an MoU involving defence-industry organisations of both countries, and cooperation between the CBI and Belgium Federal Police to combat transnational organised crime, cybercrime and related offences.
India also announced the appointment of a Defence Attaché at the Indian Embassy in Brussels. The two countries announced a Fast Trade Mechanism and expressed the intention to double bilateral trade over the next five years.

2. Census 2027: Why OBC Lists Cannot Simply Be Used for Caste Enumeration
Why in News?
The Union government considered using the Central and State OBC lists for caste enumeration in the 2027 Census, but officials concluded that this would create classification problems.
The key issue is that an OBC list is a list of classes and not exclusively a list of castes. Some entries represent occupational groups, labour groups, settlers or other social categories.
The Census is therefore expected to use an open-column method for “all other castes”, while Scheduled Castes and Scheduled Tribes continue to be enumerated with reference to their corresponding constitutional lists.
The debate also recalls the Socio-Economic Caste Census, 2011, which reportedly generated more than 46 lakh caste names and variations.

3. Bar Council Has No Power to Punish Law Students: Supreme Court
Why in News?
The Supreme Court has clarified that the Bar Council of India (BCI) and State Bar Councils do not have disciplinary jurisdiction over law students.
The Court held that the Advocates Act, 1961 does not expressly or impliedly authorise Bar Councils to take disciplinary or punitive action against students who have not yet enrolled as advocates.
Disciplinary authority over students rests with their university or another competent authority under law. The BCI’s disciplinary jurisdiction becomes relevant after professional enrolment as an advocate.
The judgment also highlighted the importance of freedom of speech, freedom of association and the right to dissent in university spaces.

The World Meteorological Organization (WMO) has warned that the ongoing El Niño could intensify further into 2027 and may become the strongest ever recorded.
According to the forecast cited in the newspaper, there is a near-100% likelihood that El Niño will persist through February 2027.
A stronger El Niño increases concerns regarding extreme weather, rainfall variability, drought, heat conditions, agriculture and food security.

The committee discussed “Direct Tax Reforms: Simplification, Rationalisation and Ease of Compliance” with representatives of the Department of Revenue and Central Board of Direct Taxes (CBDT).
The panel also examined compliance-related problems linked with implementation of the Income Tax Act, 2026 and sought information on tax collections, number of assessees and pending litigation.

7. CAQM, Punjab and ISRO Work to Improve Tracking of Stubble Fires
Why in News?
The Commission for Air Quality Management (CAQM) is holding discussions with Punjab, Haryana and ISRO to improve the measurement of agricultural stubble fires.
Satellite fire counts may not always accurately represent the total area or intensity of farm burning. The authorities are therefore considering better ground-truthing protocols.
An ISRO Space Applications Centre study found that peak fire activity had gradually shifted from around 1:30 p.m. in 2020 to around 5 p.m. in 2024, creating concerns that some burning activity could evade detection by daytime satellite passes.
The newspaper notes that farm fires may contribute a relatively limited share over the entire winter, but their contribution to particulate pollution can rise sharply during particular weeks.
