1. India and China Discuss Clarification of LAC Perceptions
Why in News?
India and China discussed ways to improve their understanding of each other’s perception of the Line of Actual Control during the 25th round of Special Representatives’ talks on the boundary question.
Differing perceptions of the LAC in certain areas have been seen as an important factor behind tensions. The two sides agreed to use existing diplomatic and military channels, including WMCC and local commander-level meetings, to avoid misunderstanding and miscalculation.
UPSC/PCS Importance
Extremely important for India-China Relations, LAC, Border Management, Boundary Delimitation, Confidence-Building Measures and Neighbourhood Security.
Prelims Facts
- LAC stands for Line of Actual Control.
- The two countries have different perceptions of the LAC in some areas.

- Maps were earlier exchanged in the Middle Sector, but the process did not progress similarly in the Western and Eastern Sectors.
Mains Perspective
GS-II: India and its Neighbourhood, Bilateral Relations and Border Management
Revision Note: Clarifying differing perceptions of the LAC can reduce accidental confrontations, but durable stability requires institutional dialogue, confidence-building and progress on the wider boundary question.
2. Nepal Flash Flood Raises Fresh GLOF and Himalayan Disaster Concerns
Why in News?
The devastating Nepal flash flood has raised concerns over glacier collapse, ice-rock avalanches, temporary river blockages and possible Glacial Lake Outburst Flood-type events in the Himalayan region.
Satellite analysis suggested that a glacier or ice-rock collapse in Tibet may have temporarily blocked a river before the accumulated water suddenly surged downstream.
UPSC/PCS Importance
Extremely important for GLOF, Himalayan Geography, Climate Change, Disaster Management, Remote Sensing, Hydropower Vulnerability and Transboundary Disaster Cooperation.
Prelims Facts
- GLOF stands for Glacial Lake Outburst Flood.
- Satellite imagery is increasingly used to monitor glaciers and glacial lakes.
- The Indian Himalayas have nearly 7,500 glacial lakes.
- The Indian Himalayas have about 15,000 glaciers.
- The 2023 South Lhonak Lake disaster in Sikkim was also linked to a GLOF.
- Glacier collapse can temporarily dam rivers and create dangerous sudden water releases.
- Hydropower projects and settlements in narrow Himalayan valleys are especially vulnerable.
- Glacier monitoring through satellites must often be supplemented by difficult field assessments.
Mains Perspective
GS-I: Physical Geography and Himalayan Region
GS-III: Disaster Management and Climate Change
Revision Note: Himalayan resilience requires glacier monitoring, land-use regulation, construction standards, early-warning systems and integration of climate risk into infrastructure planning.
3. MMDR Amendment Act, 2026 Revives Centre-State Debate over Mineral Taxation
Why in News?
Political protests in Jharkhand have focused attention on the Mines and Minerals (Development and Regulation) Amendment Act, 2026.
Critics allege that the law would restrict the State’s ability to levy taxes or cess on mineral rights and mineral-bearing land, raising questions over State revenues, federalism and the distribution of powers over mineral resources.
UPSC/PCS Importance
Very important for Fiscal Federalism, Mineral Governance, Centre-State Relations, State Revenue, Tribal Areas and Natural Resource Governance.
Prelims Facts

- The issue involves the balance between national mineral regulation and State fiscal autonomy.
- Mineral taxation has also been the subject of Supreme Court litigation.
Mains Perspective
GS-II: Federalism and Centre-State Relations
GS-III: Mineral Resources and Economic Development
Revision Note: Mineral governance must balance national regulatory objectives with the fiscal needs of resource-rich States and the social and environmental costs borne by local communities.
4. Delimitation Debate: Proposal to Freeze Lok Sabha Strength at 543
Why in News?
The debate over parliamentary delimitation intensified after demands were made to retain the Lok Sabha’s existing strength of 543 seats and maintain the present State-wise allocation for another 25 years.

📰 Editorial Focus – Himalayan Disasters and the Growing GLOF Threat
Editorial Theme
The Nepal disaster demonstrates how glacier collapse, unstable mountain terrain and temporary river blockages can combine to produce catastrophic downstream flooding.
Climate change is increasing risks from natural outbursts in mountainous regions, while development projects, dams and settlements in fragile valleys remain highly exposed.
Key Issues
- Glacial Lake Outburst Floods
- Glacier collapse
- Remote sensing
- Western Disturbances
- Climate change
- Hydropower vulnerability
- Construction in fragile zones
- Glacier-health monitoring
- Early-warning systems
- Transboundary Himalayan cooperation
Why is the Debate Important?
The Himalayas contain thousands of glaciers and glacial lakes, while major settlements, roads and hydropower projects are located downstream. This makes disaster-risk reduction a core development challenge rather than merely a post-disaster relief issue.
Key Concepts for UPSC
- GLOF
- Cryosphere
- Remote Sensing
- Climate Adaptation
- Disaster Risk Reduction
- Early Warning
- Himalayan Ecology
- Resilient Infrastructure
Mains Takeaway: Himalayan disaster policy must move from reactive rescue towards risk-informed development through glacier monitoring, zoning, stronger construction standards and climate-resilient infrastructure.
⛽ Prelims Concept – Strategic Fuel Reserves
What are Strategic Fuel Reserves?
Strategic reserves are emergency stocks of fuels maintained to protect the economy during war, geopolitical disruption, import shortages or major supply-chain shocks.
Important Terms
- Crude Oil: India’s most developed strategic-storage system.
- Phase I: 5.33 MT underground crude capacity.
- Locations: Visakhapatnam, Mangaluru and Padur.
- Phase II: Additional 6.5 MT approved at Chandikhol and Padur.
- LPG: India already has underground LPG caverns but limited capacity.
- Natural Gas: India currently has no operational underground natural-gas storage facility.
- LNG: Liquefied natural gas is stored at about -162°C.
- Regasification: Conversion of LNG back into gaseous natural gas.
Prelims Trap: LNG regasification capacity and strategic LNG inventory are not the same thing. A terminal may have large regasification capacity without holding an equivalent strategic stock.
